    If you link 2&3 to the live it will never turn off will it? You need to take a 5core from the boiler live neutral and 2 switch wire you'll have earth left over

    Could be a problem with the shower is it thermostatic or manual mixer? could also be a twisted shower hose or dirt partially blocking the head?

    Check the meter regulater is ok but if it's 3 months old get them out for waranty, also check for loose or damaged cables
