What is under this lid?

I am thinking of having an air source heat pump installed on the concrete path in front of the blue wood-clad structure (see photos), but there may be impediments. One is a hinged iron lid with "stopcock" on it. Inside is not a stopcock but some sort of a metal projection with a single black wire attached to it. It has been suggested that this is an earthing rod, but then what are the twin cables that emerge from the wall and then apparently run within the concrete towards the lawn? The concrete shows evidence of a filled-in channel to contain the wires, which is visible in the third photo.

So what is under the "stopcock" lid? Does it still serve a purpose or can it be disregarded

The cavity beneath was partly filled with sand. Would this have been deliberate?
