Draining an unvented cylinder

Hi,

According to the regs, can I (homeowner/DIY-er) drain and refill an unvented cylinder myself, or does that require a plumber with G3 cert?

Realistically I think any "work" should be by an engineer but a lot of customers do their own air bubble in a megaflo.
